Some regulations to follow

If you are a cotton ginner or stakeholder interested in joining the cotton industry, this section provides information on how to register with the Cotton Board of Zambia.

How to register as a cotton company
  • Any person who intends to produce, buy, sell, transport, store or gin cotton shall apply for registration in the prescribed form to the Cotton Board of Zambia.
  • The producer shall be a registered company with the Patents and Companies Registration Agency (PACRA) and should also be registered with the investment center.
  • All applicants shall declare their investment levels in finance terms for the intended year of operation.
  • All producers intending to export cotton products shall avail all such information to the board as per requirement of section 45 (1) (e) of the Cotton Act No.21 of 2005.
  • Applicants shall apply before the end of September of each year.
Requirements to be registered as a cotton producer
  • The producer shall be a registered company with patents and companies registration agency (PACRA) and should also be registered with the investment centre.
  • All applicants, new and existing shall apply before the end of September of each year.
  • All applicants shall declare their input investment levels in financial terms (kwacha) for the intended year of operation.
  • Applicants shall avail to the Cotton Board of Zambia their operational plan as prescribed in application form (2a) for the intended year of operation.
  • All applicants must grant access to cotton inspectors to inspect their ginneries, warehouses and business records.
  • All cotton seed producing companies shall provide photocopies of licenses for their licensed seed inspectors to the board.
  • All applicants shall submit monthly seed cotton purchases, and ginned lint figures to the board (according to part vii section 45 (1) (e) of the cotton act no.21 of 2005)
  • All producers intending to export cotton products shall avail all such information to the board as per requirement of section 45 (1) (e) of the cotton act no. 21 of 2005
  • All applicants must submit the credit status of their contracted cotton growers to the board in accordance with part ii section 4 under “f” of the cotton act no 21 of 2005 by end of march to enable cotton board of Zambia to counter check the information
  • All applicants shall submit a copy of their distinguishing mark to the board for approval.in accordance with part iv section 26 of the cotton act no. 21 of 2005.
  • All applicants shall not use polypoplineen packing materials to pack in seed cotton /lint
  • All cotton producers shall adhere to ground rules developed by district cotton coordinating committees and all ginners must participate in established cotton coordinating committees in their areas of operation
  • Established cotton seed zones must be respected for seed multiplication purposes
  • All producers shall buy seed cotton according to grades: i.e. A, B, C
  • All cotton producers must employ experienced and qualified staff and must be in compliance with the minimum wage act
  • If not operating as a ginnery, a producer must have a toll ginning agreement with a recognised ginner
  • New applicants shall show evidence of source of planting seed
  • All cotton producing companies must respect other producers' investment by only buying their financed crop
  • All producers shall provide basic extension services to its contracted growers
  • All producers shall provide basic input requirements such as:
  • Planting seed (1x15kg Pocket)
  • Insecticide (1litre)
  • Aphicide (250mls)
  • Solubor (1kg per/ha)
  • All producers buying seed cotton through their appointed agents shall register their agents with the board and Zambia Cotton Ginners Association (ZCGA)
  • Producers should be encouraged to join the Zambia cotton ginners association (ZCGA)
  • All cotton producers shall avail a sample of farmers’ contracts to the board
Conditions to follow
  • All applicants shall submit monthly seed cotton purchases, and ginned lint figures to the board in accordance to Part VII Section 45 (1)(e) of the Cotton Act No.21 of 2005
  • All producers intending to export cotton products shall avail all such information to the board as per requirement of section 45 (1)(e) of the cotton act no. 21 of 2005
  • All applicants shall submit a copy of their distinguishing mark to the board for approval in accordance with part IV section 26 of the cotton act no. 21 of 2005
  • All applicants shall not use Polypropylene packing materials to pack in seed cotton/lint
